Beginning in 2009, Farrow was “Special Adviser for Humanitarian and NGO Affairs in the Office of the Special Representative for Afghanistan and Pakistan.” He helped create and maintain relationships between the U.S. Government and non-government organizations in Pakistan and Afghanistan.
In 2011, Secretary of State Clinton appointed him as Special Adviser for Global Youth Issues, and also as Director of the State Department's Office of Global Youth Issues. Created in the wake of the Arab Spring revolutions, Farrow’s focus narrowed and landed on U.S. policy affecting foreign youth.
