7. Marion
From the sounds of things, it looks like Marion is running the drug trafficking ring that Percy is looking into, but they can’t find Marion. Eventually, evidence leads them to a florist where Marion works. Percy has her first meeting with Marion, who doesn’t know she is an agent.
