9. Chasing the gunman The case begins when a military convoy working on a training exercise is bombed due to an IED that was placed under a bridge. NCIS investigates and finds evidence linking a former petty officer named Mark Yaden, who was discharged after making anti-government statements. They go to find him and he leads them on a chase, only to shoot himself after saying the words “Sic Semper Tyranis.” It means “Thus always tyrants” and was uttered by John Wilkes Booth, the Lincoln assassin.
