The original Texas Chainsaw Massacre was made for less than $300,000, but ended up grossing over $30 million. The story and villain (Leatherface) inspired many other films. They used an amount of violence in the film that was unprecedented for that time. The film's most impressive accomplishment is giving such a wild story the slightest element of truth. That is where the scary comes from.
