Like Arrow and The Flash, Gotham is based on a D.C. Comics story. Before Batman, there was James Gordon who became the commissioner of the dark Gotham City. Your favorite Batman villains will be making an appearance but remember, this is Gotham before Batman, which separates it from the other superhero shows on television.
