6. Black Adam
Black Adam has had varying origins and powersets over the years, but one element of the character remains: he is a ruthless killer and ruler. His most notable foray into global domination came with the 2007 limited series, World War III. After the death of his family, it took almost every hero on the planet to reign Black Adam back in. Even back in 1963, he was damaging public property just cause he felt like it.
